The irony in this shot is laugh-inducing.

The dispatcher put this eastbound UP unit coal drag in the "hole" (on the siding) to make way for a 45-minute authority block given to the guys in the hi-railer on the mainline. The hi-railer ended up delaying the westbound meet by an additional 30 minutes, resulting in the eastbound guys being late by about 90 minutes altogether.

I'll bet the crew on this one wasn't too thrilled.

Well trained UP dispatchers are far and few between. I still remember when they let an auto train die short of the siding near King City on the Coast Line. Amtrak was about an hour behind them on a single track ABS main. The auto train blocked Amtrak for about five hours, until a rested crew was brought up from San Luis Obipso, and the auto train got moved into the siding. Poor Amtrak #11 limped on into SLO with a hefty delay! Dispatcher should have instructed the train to take the siding. :D
